As far as this Consulate-Goneral is concerned, we
have, I vonture to think, good reason to complain of
Hessrs Butterfield and wire's conduct in this mattor.
Not only have they compromised the integrity of this
Consular Court in the eyes of the Chinese by publicly
proclaiming their disbelief in the correctness of the find-
ing of the Court of Inquiry held on the watchman Moronha,
but they have, by taking out of our hands, cúddenly and
without warning, a case which was actually under discussion
with the Chinese authoritios, seriously weakened the effect
of our official representations in similar cases in future.
It is certain that the Viceroy would not have
issued his proclamation, had he known that Messrs Butter-
field and Swire wore in communication with the Celf
Government Society.
Personally, I have reason to complain of Wesers
Butterfield and wire's somewhat discourteous treatment
in
