Paris, September 8, 1909. SAW M. Bapst, the political director at the Ministry for Foreign Affairs, to-day, in the absence of M. Pichon, and communicated to him a memorandum in the of your telegram No. 711 of the 7th instant in regard to the proposed construction of railways in China. He said that though the French Government had been opposed throughout to the arrangements made by the various financial groups, they would raise no objection, in the actual state of the question, to the solution suggested by His Majesty's Government. This solution would be communicated to the French group, but the latter would, he thought, follow their own inclinations in the matter irrespective of the wishes of the Government.
