London, August 28, 1909. Have seen Foreign Office, who will not consent to exclusion British engineer Hankow-Chengtu Railway or to any arrangement which does not involve equal sacrifices from the German and French groups. For political reasons question is regarded as of [first-rate] importance.
We cannot therefore authorise you to sign until this point is satisfactorily settled.

I have the honour to acknowledge receipt of your letter of the 23rd instant regarding the present state of negotiations for the Hukwang Railway loan, and suggesting a meeting of the full Board of the Chinese Central Railways (Limited) for the purpose of considering the position.
I assume that you are in possession of all the recent correspondence regarding these negotiations, as copies have been supplied to the Banque de l'Indo-Chine, as representing the French committee. The Euglish committee have also been informed by Mr. Addis of the various proposals emanating from Peking, and have approved of his replies and instructions to Mr. Hillier, but no formal meeting has been held nor resolution recorded. Mr. Addis's replies to Mr. Hillier have also been first submitted for approval to the Banque de l'Indo-Chine and to the German Bank,
