Secretary of State in reply to enquiry as to American protest states that, provided assurances were received from Chinese Government that they approved settlement and that the matter had been adjusted, he would be satisfied.
Mr. Knox proposes that on conclusion of new arrangement it should be com- municated on behalf of the groups to the Chinese Government. United States Government would then withdraw protest on United States representative being informed that it was agreed to by Chinese Government.
