If Ichang-Chengtu section is reserved for future consideration the Germans would escape their share of the sacrifice necessary in consequence of the admission of the Americans.
If the arrangement we have suggested is impracticable, we are ready to agree to any other by which the sacrifice is equally shared between the three groups. Nothing
else would be fair.
The initialled loan agreement has not been maintained, but has already been modified in regard to capital and material. There seems no reason why it should not also be modified as regards German engineer.
British and Chinese Corporation are now in communication with the French group on the subject.
