M. CASENAVE informs us confidentially Russian Government is again pressing
Peking, August 28, 1909. French Government to support Russian claim for participation. Deutsch-Asiatische Bank, Berliu, wires it is most important to obtain Imperial edict as soon as possible, otherwise difficulties are certaiu to arise with Russia with reference to foregoing. Re your wire of the 27th, we cannot too strongly urge authorise us to sign immediately without reference to question of railway Ichang-Chengtu. Important we should have a reply by Sunday.
