Dear Mr. Yamaza,
IT is wiser that I should put in writing a record of what took place between yourself and myself yesterday, when you called upon me at my office.
You informed me that, provided we gave Japanese interests a participation, in some form or other, in the Chenchow-Tsitsihar railway scheme, and employed some Japanese engineers on its construction, that your Government would not oppose the construction of this line by China.
I informed you that, unless we were requested by the Chinese Government to co-operate with Japanese subjects in the manner you desired, it was quite impossible for us to do, or even to take the initiative in such a matter, as our long and friendly relations with the Chinese Government precluded us from doing anything with regard to what were purely Chinese schemes, unless they expressly desired us to do so, and if the Chinese Government intimates to us their desire that we should enter into this co-operation, we should certainly carry out their wishes in as friendly a manner as possible.
We are sending a copy of this letter to our representative, Lord ffrench, in Peking.
