In view of the information contained in Mr. Rumbold's telegram No. 35 of yesterday's date from Tokyo to you, enquired to-day at the Wai-wu Pu, who stated that their Minister in Tokyo was in possession of all the correspondence, and had received instructions to open negotiations on all the six questions concerned.
