the representative of the Provincial Government. As far

as His Excellency Chang Jon Chun is personally concerned,

he is, I think, too broad-minded and has the development

of his country too much at heart, to allow such consider:t-

-ions to influence his actions to any serious extent.

It is, therefore, in my opinion, regrettable

that the Corporation's agents and Mr. Grove did not make

a personal appeal to the Viceroy, through this Consulate-

General, at an earlier dats, wh'n matters had not reached

the critical atate they are in at prosent.

I have the honour to oncloas, at Mr. Grove'a

request, copion of lettern that have lately passed

Natwom the British and Chinese Corporation's agents in

Hongkong and himself. The correspondence therein referred

to has, I understand, already been submitted for your

inspection.
