Peking, August 4, 1909. HUKUANG Railway loan. Wai-wu Pu, president informs us, is very anxious matter should he settled speedily, and with your approval he would be prepared to act as intermediary for compromise on basis referred to in our telegram of the 22nd July,
Telegraph immediately what is present position of negotiations with America.

Wai-wu Pu president is in personal communication with Rockhill at Washington, Inform Deutsch-Asiatische Bank, Banque who is interested in assisting settlement. de l'Indo-Chine.

Replying to your telegram of 4th August, position remains as set out in our telegram of 13th July. Informal negotiations have been going on in London with a view to meet American claim, but have led to no result and have been abandoned. We therefore have no objection to proposed intervention of Wai-wu Pu president on the basis of your telegram of 22nd July.
