I have not hitherto received any application for support from Pauling's representative in Peking, in connection with the line in question.

As regards the attitude attributed to the Japanese Minister, as reported in your telegram No. 110 of the 15th instant, I have no means of confirming the statement. It is, however, not clear to me on what reasonable grounds the Japanese could object to the proposed line which, granting that China is in earnest and is not merely putting the scheme forward in order to serve some political purpose, would open up an as yet undeveloped stretch of country and could scarcely be considered injurious to Japanese interests, so far as the South Manchurian Railway is concerned.
