I HAVE received your despatch No. 226 of the 24th June last, reporting the very serious commercial situation which has arisen at Tien-tsin, and the steps you have taken to deal with that situation.
I entirely agree with the views expressed in your despatch, and I approve of your refusal to allow His Majesty's consul-general to be mixed up with the German scheme therein described.
