I AM directed by the Secretary of State for India in Council to acknowledge the receipt of your letter of the 27th July, 1909, relative to certain new regulations sanctioned by the Provincial Government of Canton for the control of the sale and purchase of raw opium. I am to say that Viscount Morley coneurs with Sir Edward Grey that Sir J. Jordan's instructions to Mr. Fox should be approved.
With reference to the second paragraph of Sir J. Jordan's despatch No. 228 of the 24th June, 1909, it is presumed that the reference made in the Foreign Office despatch No. 70 of the 10th March, 1909, to Sir J. Jordan, to "the rules issued by the Provincial Government in September 1906 was meant to be to "the rules issued by the Imperial Government in September 1906."
