Sir,
In January last the Governor of Hongkong forwarded to
me a statement he had prepared in reference to the project
of establishing a University in the Colony and asked me to
lay the matter before the Chinese Government with a view
to enlisting their co-operation and financial support.
This I did in a Memorandum, copy of which is enclosed,
and on several subsequent occasions the aims and object of
the scheme were fully explained to His Excellency Liang
Tun-yen and other members of the Board.
In a letter, copy of which is likewise enclosed, the
Board have forwarded to me for transmission to the Cover-
nor of Hongkong the sum of T12.10,000 as a subscription
towards the University.
I have expressed in suitable tere my acknowledgment
of this donation which has been duly remitted to the Hieng-
rong foxernment governor of Hongkong.
