Peking, June 7, 1909. WITH reference to my despatch No. 196 of the 27th ultimo, I have the honour to transmit to you herewith copy of a further despatch from the acting consul-general at Canton, respecting the projected railway from Kueilin to Chuan Chou.

The agreement, which has been signed, is not as favourable to Messrs. Paulings as I had anticipated, since the Governor of Kuanghsi refused to insert in it a provision giving that firm the right to construct the line. It also does not seem likely that this particular railway will be built for some time to come, but the survey work under- taken by Messrs. Paulings will no doubt place them in a better position than other firms for obtaining construction contracts in that part of China.
