The speaker then referred to the cruel behaviour

of the accused Noronha, to his kicking the dead man to

death, to the neglect of duty by the Captain and his pro-

tection of the guilty man, all of which had been fully

proved by the witnesses and were perfectly clear to the

public. The delays and neglect of the Portuguese Consul,

his baseless slanders, his chtinate attitude and his low

insults were evidence of a want of self respect. He had

frequently been asked to explain his conduct, but he was

unable to find any excuse. This showed that he was

ashamed of what he had aid and made it obvious what were

the rights and wrongs of the case.

As the Consul could find nothing to say in defenc

of himself, the speaker asked the meeting to consider

hat action should be taken in order to obtain justice.

It was unanimously decided that as the Consul had

been guilty of these slanders, the baseless nature of

which he was fully aware of, another letter should be

sent to him. He was to be informed that if he again

exceeded
