Foreign Office, July 27, 1909. WITH reference to the letter from this Department of the 12th March last, I am directed by Secretary Sir Edward Grey to transmit to you the accompanying copy of a despatch from Sir J. Jordan* respecting a fresh complaint received from Messrs. David Sassoon and Co. at Hong Kong about certain new regulations sanctioned by the Canton Government for the control of the sale and purchase of raw opium.

Sir E. Grey proposes, if the Secretary of State for India sees no objection, to approve the instructions addressed by Sir J. Jordan to Mr. Fox, the acting British consul-general at Canton, on the subject.
