Peking, June 2, 1909. THE facts quoted in your telegram No. 102 of yesterday's date respecting the anti-cigarette crusade at Foochow are correct, but too much importance seems to have been attached to them.
The American consul is being instructed by my American colleague here to urge on the missionaries the advisability of a loss aggressive attitude in the matter.
