Memorandum of Interview between Mr. C. S. Addis and Mr. W. D. Straight, the American Delegate, in re the Hukuang Loun.-(Communicated by Mr. C. S. Addis, July 28, 1909.)

MR, ADDIS stated that he would be prepared to recommend to the German and French that they accept frankly the American demand to be put upon an equal
groups footing in every respect with the English, German, and French groups as regards the Hukuang loan of 6,000,0001. He is not without hope that he might be able to induce the German and French groups to accede to this, provided the Americans would agree not to disturb the existing arrangement between the groups as regards the appointment of chief engineers, except in this respect, that the line from Hankow to Chengtu sball be divided into four sections instead of three-namely, a British chief engineer shall be appointed for the Hankow-Canton line, and German, French, and American chief engineers, in the order named, for the first three sections of the Hankow-Chengtu line, and that a British engineer will be appointed for the fourth section of the Hankow-- Chengtu line, and that for the extensions of this railway chief engineers of the four Mr. Addis is prepared to nationalities shall be appointed in the order named. recommend a further conference on this basis.
