If this course were adopted it would frequently
be possible to come to some satisfactory arrangement in
special circumstances.
For instance, a Cantonese
might preferably be sent to Canton instead of to Shang-
hai and in other cases of a similar nature the HongKong
Authorities might endeavour to conform with the sug-
gestions which would be made to them by the Police.
