Please refer to the telegrams sent to the bank in London by Mr. Hillier, which will be submitted to you.
There is great danger that any further delay in signing the agreement will entail the loan falling through, and Chang makes it quite clear that he will never consent to the British and Chinese Corporation being mentioned in the agreement.
I am strongly of the opinion that we cannot afford to allow the bank and the corporation to imperil our political interests by their differences amongst themselves, and, in view of the critical nature of the situation, I would recommend that full power be given to Hillier to act according to his discretion.
