Circular of the Self Government Society fixing a meeting
to discuss the eslummies-sf-the-Portuguese Consul.
His Excellency the Viceroy some time ago iscued a
proclamation enjoining all to amit peaceably the result
of the formal trial to be held in connection with the
death of a Chinose passenger on the S.3. "Fatahan".
The Portuguese ('onsul, however, indulged in slande.s
of us and our compatriots, and, in spite of several des-
patches from the Viceroy pressing him to hold a joint
investimation, has done nothing but deley. Such conduct is
not that to be expected from a friendly power.
A Consul residing in a foreign country is bound to
act in accordance with the dictates of justice and to
preserve harmony. The Portuguese Consul, with reference to
this case, has slanderously accused us of bribing the
witnesses and has demanded the punishment of the nowɛ-
papors.
