of Chinese.

I am also informed that Messrs Butterfield and

Swire have taken stops on all their steamers to restrain

their employees and to treat Chinese passengers with

the greatest consideration.

With regard to the case against Noronha, the

defendant being a Portuguese subject, the responsibility

of trying him rests wth the Portuguese Consul. The British

Consul has nothing to do with the case and still leas

should Messrs Butterfield and Swire be regarded with

suspicion and misunderstandings caused.

From the date of this proclamation business

must be carried on qui tly as before. Anyone daring to

invent slanders and create disturbances will be punished

with the utmost severity.
