Sir,
In my telegram Wo. 13 of the 11th. instant, I had the
honour to report that I had addressed strong represen-
tations to the Viceroy in consequence of information
Clineral received from Messrs Butterfield and Swire that a boycott
of their Hongkong-lianila steamere had been started by
Cantonese shippors in Hongkong and Manila, and on the 16th.
utterfield instant I was able to telegraph to you that the Viceroy
had issued a verysatisfactory proclamation, exonerating
Messrs Butterfield and Swire from all blame in the "Fat-
shan* affair, the ostensible cause of the boycott.
