Foreign Office, July 10, 1909. I AM directed by Secretary Sir Edward Grey to acknowledge the receipt of your letter suggesting that, with a view to maintaining a reserve of food supply at Peking for the use of the members of the legation staff, and of refugees who might seek shelter in the event of a Chinese rising, the reserve supply for the legation guard and followers should be raised from a three months to a six months basis.

I am to state, in reply, that a copy of your letter will be sent to His Majesty's Minister at Peking, who will be asked to furnish Sir E. Grey with his observations on Brigadier-General Waters' proposal.
