Foreign Office, July 9, 1909. MY telegram No. 117 [of 29th June: Hankow-Canton loan]. At meeting held on 7th July Americans had agreed to accept 25 per cent. of Szechuan loan, with all the same privileges, including nomination of auditor and accountant, as the other groups, but, in view of their claim to 50 per cent, of Szechuan line, they regarded this as a concession, and asked for 25 per cent. also of 2,500,000l. for Hupeh section of Canton-Hankow line. The other groups replied that Americans finally they were unable to agree and must consult their Goverments. arranged to telegraph to Washington for authority to withdraw, and it was understood that they would support application.

At meeting held on 8th July Americans announced that their principals were not prepared to give way on this point, and meeting was adjourned sine die without negotiations being actually broken off.

On 7th July a general agreement with regard to future financial and railway business in China was signed between British, French, and German groups.

Note. The rates given above for goods and passengers are at present subject to a surtax of 10 per cent. owing to the lowness of exchange. All the rates are given in French dollars (piastres de commerce), of which It is understood that the official rate of exchange is at present (May 1909) 1 dollar = 2 fr. 40 c., or about 24. when the dollar rises to 2 fr. 60 e. this surtax will be abolished.

The ton referred to in the above tables is the ton of 1,000 kiloms.
