Order-in-Council must be read as limited by Article 5

of that Order, service of Hongkong writs by His Majes-

ty's Courts in China can only be effected upon such

persons as His Majesty may have jurisdiction over in

that country.

With reference to the last portion of Sir F. Pig-

gott's despatch I am to add that in cases where the

Supreme Court at Hongkong thinks it proper to issue

letters of request for service of writs in China on

persons not subject to British jurisdiction Sir E. Grey

considers that the proper course would be for the let-

ters to be forwarded through the Governor to His Majes-

ty's Minister at Peking.
