I am directed by Secretary Sir E. Grey to acknow-

ledge the receipt of your letter 12799/09 of May 25th.
inviting his observations on a despatch from the Gover-
nor of Hongkong, relative to the service of writs of
summons issued by the Hongkong Courts upon Chinese de-
fendants in China.
In reply I am to state, for the information of the
Secretary of State for the Colonies, that there is no-
thing in the despatch from the Chief Justice to Sir F.
D. Lugard, enclosed in your letter under reply, which
induces Sir E. Grey to modify the opinion, which he
formed in the first instance on the point which immedi-
diately concerned this office, and which has since found
expression in your letter to this Department of January
6th. last, vizt: that Mr. Fox was correct in his con-
tention and that, as Article 29 of the China and Corea
