Sir Edward Grey to the Japanese Ambassador.

Foreign Office, July 8, 1909. Your Excellency,

WITH reference to the memorandum communicated by Mr. Yamaza on the 2nd instant in regard to the request of the Chinese Government for support in putting into force the provisions of the commercial treaties of 1902 and 1903, in so far as they deal with the revision of the Chinese customs tariff and the abolition of li-kin, I have the honour to inform your Excellency that His Majesty's Government agree with the Imperial Japanese Government that so long as other important provisions of the commercial treatics remain unfulfilled China is scarcely entitled to expect the necessary support and concurrence in this matter from the treaty Powers.

In this connection I have much pleasure in enclosing for your Excellency's confidential information a copy of the note which I addressed to the American Ambassador on the 28th May last on this subject.*
