of the Edinburgh Committee for the suppression of the
Indo-Chinese opium traffic a memorial signed by some

Three thousand persons from all parts of Scotland ur-
ging the desirability of bringing that traffic to a
more speedy conclusion than has yet been arranged for.
I am to enclose at the same time the draft reply
which, with the concurrence of Lord Crewe, Sir E.Grey
proposes to return to the memorialists.
It will be noted that the Committee propose to
make public the memorial and the answer.
