1. A thorough survey should be made of all projected lines.

2. In the case of railways under official management which are still unfinished, a time limit should be fixed by the Board for their completion. This provision does not include the Tien-tsin-P'u-k'ou, Hankow-Canton and Szechuan-Hankow lines, which are under the direction of directors-general.

3. As regards railways under commercial management it will be the duty of the Board to see that they are completed within a reasonable time, and failing this, to make other arrangements.

Another matter requiring special attention is the question of the repayment of foreign railway loans.

As regards telegraphs, telephones, &c., many steps have to be taken with a view to improving the service and putting it on a profitable basis.

The Board then give a list of the measures already carried out and those which they propose to take year by year.

Measures taken in the 34th year of Kuang Hsü (1908-9).

Completion of the following lines: Shanghae-Nanking, Mên-t'ou-kou, and a branch line of the Swatow-Ch'ao-chou. The Huang-sha-Ying-tsui section (128 ) of the Hankow-Canton line completed (the whole line has now been transferred to the control of a director-general).

Commencement of the Tsitzihar-Angangch'i line.

Continuation of the following lines under official management: the Peking- Kalgan, Kaifeng--Honan, Canton-Kowloon, and of the following lines under commercial direction: Shanghae-Chia-hsing, Hangchow-Chiahsing, Wuhu-Kuangte, and Nanchang- Kiukiang.

Arrangement of a loan for the Kirin-Ch'ang-ch'un Railway. Commencement of the Kirin-Chang-ch'un, Szechuen-Hankow (Szechuen section), Honan-Tung-kuan (during this year at least 5,000,000 dollars of capital must be raised and one-third of the construction completed), Ch'ingchiang-Hsuchou, Hangchow-Ningpo and the Hupei section of the Szechuan-Hankow line. (This railway is under the control of a director-general).

Continuation of the Canton-Kowloon and other lines already commenced. Survey of the Kalgan-Sui-yuan-ch'ang and Kalgan-Urga lines. Engagement of engineers to survey the Kuanghsi and Yunnan railways. Arrangements for improving the Antung-Mukden line.

Preparations for installing wireless telegraphy along the coast.

Preparations for repaying the Kaifeng-Honan Railway loan, the total sum required being 41,112,500 fr.
