REFERRING to your wire of the 23rd. Matter is in the hands of Foreign Office who are pressing United States' Government, Washington, to agree to conference in Europe between representatives of Anglo-German-French group and American syndicate as only practical means of settling details with a view to give effect to American desire for participation which is already conceded in principle.

Paris and Berlin have been advised and urged to co-operate with British Govern- ment in arranging conference. Inform Cordes and Casenave,

WE hope your Government will co-operate with ours in again urging United States Government, Washington, to agree to conference in Europe between repre- sentatives of Anglo-German-French groups and American syndicate as only practical means of settling details with view to giving effect to American desire for participation which is already conceded in principle.

RECEIVED your Nos. 22 and 23 telegrams. Will see syndicate to-morrow. Meantime have made no concessions, even not in principle to Americans, and would like to know what you have conceded. Please wire immediately.

LIKE yourselves, we have made no concessions. We have not had any com- munication with the Americans, but our Government has associated itself with your Government in intimating at Washington its willingness to accept American participation in principle, leaving details to be arranged by banks interested. Refer your letter of

the 19th.
