I should be glad if you could send me an early reply to my telegram No. 90 of the
11th instant.
I gather that the German and French Governments are giving the same reply to
the American representatives as we have given.
It is useless for the financial groups over here to consider what arrangement might
be feasible until the intentions of the United States Government are known.
