Your telegram No.86 of the 19th instant.
We should cordially recognise the co-operation of the
Americans in the above mentioned loan if they will waive
their protest regarding the agreement already concluded at
Peking which only awaits Imperial sanction if that agree-
ment be not endangered; and further if the American Banks
and European groups concerned come to a satisfactory ar-
rangement. But the London Branch of J.P. Morgan and Company
and the British group state that they have no information;
state that they have no one whom they can approach in the
matter, no representative of the American Banks having
arrived here. Please inform the United States Government
of the above.
