I should be glad if you could send me an early reply
to my Telegram No.90 of the 11th instant.
I gather that the German and French Governments are
giving the same reply to the American representations as we
have given.
It is useless for the financial groups over here to
consider what arrangement might be feasible until the in-
tentions of the United States are known.
