it would be most unfortunate if anything now took
place to disturb the agreement which had been signed
and was only awaiting the issue of an Imperial Decree,
and that it would nearly certainly be wrecked if any
attempt were made to include within its scope the
Ichang-Chengtu section.
The danger of reopening the question here was
fully apparent to the United States Chargé d'Affaires
and he agreed with me that it was only by consultation
with the group in Europe that a solution of this ques-
tion and of the question of the participation of the
United States in future business could be reached.
