and in addition two Priestman dredgers, costing about 9,000 dollars each, will be necessary for clearing away the shoal before mentioned.

Mr. Hughes informed me on the 27th instant that the Viceroy had authorised the Taotai of Industry, Commerce, and Agriculture to proceed with the construc- tion of the weir, and that he intends to make immediate preparations to commence the work as soon as the relaxation of the frost permits. I telegraphed to you to this effect on the 27th instant.

In this connection I may mention that Mr. Hughes has submitted another scheme to the Manchurian Government with reference to the conservancy of the Liao River further inland. In view of the large number of shoals requiring attention in the Liao (in his report he has specified 162 places) between Tung-chung-tze and Newchwang, and the enormous task involved in keeping this length of river in order, he suggests an alternative: this is to cut a straight canal from Tung-chung-tze to Newchwang, or some place on the Liao or Hun Rivers which may be found most suitable. This canal would be fed by the Liao River, leaving flood or surplus water to run along the old channel, and would serve as a junk waterway. The distance from Tung-chung-tze to Newchwang by this canal would be about 150 miles. The estimated cost would be 1,763,470 dollars.

This scheme has been deferred for future consideration by the Viceroy on account of the financial stringency in Manchuria.
