Peking, April 4, 1909.

In accordance with the instructions contained in your telogram No. 67, I have entered a formal protest in writing with the Wai-wu Pu against the breach of the undertaking given by Chang in 1905. With regard to the Hupei section of the Hankow-Ichang Railway, I have also taken the opportunity of recalling to the attention of the Wai-wu Pu the correspondence referred to at the end of your telegram No. 60, and have intimated to them that a faithful adherence to the pledges contained therein is expected by His Majesty's Government.
