Peking, March 29, 1909. HILLIER, accompanied by Casenave and acting on instructions from Addie, had an interview with Cordes to-day, and urged the signature of Canton-Hankow loan agreement should be delayed. This Cordes promised to do as far as possible. He pleaded that he was being pressed by the Chinese, but said he would notify Hillier when about to sign.

Hillier thinks that it is the German Minister who is bringing pressure to bear. His Excellency is anxious to secure a diplomatic success. I understand that Hillier suggested that you should be asked to endeavour to persuade German Government to instruct him to defer action,
