I HAVE the honour to bring to the notice of His Majesty's Secretary of State the following contract entered into between Messrs. Pauling and Co. and his Excellency Tang Shao-yi, on behalf of the Chinese Government, for the survey and construction of a line from Chinchow, in China proper, to Taonanfu, in Mongolia, and to ask that will be good enough to cause instructions to be sent to His Majesty's Minister at Peking to consult with our representative, Lord ffrench, on the matter, and to render him any and every assistance in connection with this contract, should such a necessity at any
time arise.

I am desired also to inform you that our engineers are now at work on the survey contracted for.
It will be within your recollection, whereas in other railway schemes for which we have asked your advice and assistance there have been prior interests involved, and promises of support already made by His Majesty's Government, that in this instance, we are glad to say, it cannot be so.
The above contract appears to be the only one affording hopes of repayment for the many years of trouble and expense that we have incurred in our endeavours to obtain railway construction work in China.
Therefore we venture respectfully to hope that. His Majesty's Government will see their way to render us every assistance possible to bring this one scheme to a successful conclusion.
