Foreign Office, March 29, 1909. WITH reference to my letter of the 24th instant, I am directed by Secretary Sir E. Grey to transmit to you herewith paraphrase of a telegram from His Majesty's Ambassador at Tokio, reporting that he has received an inquiry from the Governor of Hong Kong as to the attitude of the Japanese Government regarding Chinese rights over the Pratas group. It will be observed from Sir C. MacDonald's reply to this inquiry that the Japanese Government adopt much the same view as regards the islands as was adopted by His Majesty's Government in May last.
Sir E. Grey proposes to inform Sir C. MacDonald by telegraph that he has informed the Secretary of State for the Colonies that he sees no objection to Sir F. Lugard referring publicly to the fact that the islands are claimed by China.
