Telegram to Peking,—(Communicated by Mr. Addis, May 3, 1909.)
May 3, 1909. RE your telegram of the 3rd, we have thought it better not to communicate with Deutsch-Asiatische Bank, Berlin, for the present, as our opinion is Germans will not object to British engineer Hankow-Canton Railway provided they obtain German engineer Hankow-Szechuan Railway, Hupeh section, leaving remaining two sections British French engineers respectively. It is highly repugnant to China Central Railway to concede Hupeh section to German engineer after all the money they have spent on surveying route, but rather than block negotiations they will not oppose.
