I have received your telegram No. 47 of yesterday's date.
Peking, March 18, 1909.
I am informed that the Germans made their offer for the loan in a Memorandum containing merely the outline of their terms, and making no mention of the price at which the loan was to be issued or of the interest payable.
The Memorandum in question was signed by the agent of the German bank on the 6th instant, and Chang Chih-tung wrote the next day announcing his acceptance of the terms offered.
