In his telegram to you No.16 of the 25th instant, Sir
Claude MacDonald informed you of the attitude adopted by
the Japanese Government with regard to the sovereign rights
of China over the Island of Prates.
In this connection and with reference to the corres-
pondence ending with your despatch No.5 of the 8th January
last, I have the honour to transmit to you herewith copy
of a despatch from the Acting Consul General at Canton
dealing with the operations of the Japanese on the Island.
