Foreign Office, May 4, 1909. I TRANSMIT to you herewith copy of a letter from Mr. Addis,* of the Hong Kong and Shanghae Banking Corporation, reporting a conversation which he had with the Japanese Ambassador in London on the 29th ultimo on the subject of the Canton- Hankow Railway Loan.
I have since learned that Mr. Kato telegraphed to his Government in regard to the point raised in Mr. Addis' letter, and that they replied that they had instructed the Japanese Minister at Peking to afford any assistance he could in the matter.
