I quite concur in the reply sent to Mr. Hillier on the 1st instant as reported in your telegram No. 82 of that date, and I am very glad that a satisfactory settlement of the question is now not impossible.

The Germans cannot be left in exclusive possession of the Hankow-Szechuan Railway, such an abandonment of the line would be out of the question.
