No. 1.
Sir Edward Grey to Sir J. Jordan,
CHINESE Northern Railway.
Foreign Office, May 1, 1909.
I should be glad if you would telegraph your view as to the appointment of Bellingham to succeed Kinder as Chief Engineer, and also as to the British and Chinese Corporation's prospect of success if they proposed another Engineer to the Chinese Government.
The latter have inquired through Mr. Bland whether Bellingham would be acceptable. The Corporation do not, however, consider that such an appointment would be at all satisfactory.
