Foreign Office, April 17, 1909. I AM directed by Secretary Sir Edward Grey to transmit to you, to be laid before the Secretary of State for the Colonies, a copy of a despatch which has been received from Sir C. Clementi Smith containing a general Report upon the International Opium Commission at Shanghae.*
The volume of proceedings of the Commission, which the Report purports to inclose, is being printed at Shanghae, and will, it is expected, be received here at the end of the month.
If the Earl of Crewe concurs, Sir E. Grey proposes to approve the proceedings of the British Delegates and to thank them for their services.
Sir E. Grey would further propose to lay before Parliament Sir C. Clementi Smith's Report, together with the instructions to the British Delegates to the Com- mission, dated the 21st December, 1908, and to place in the Libraries of the Houses of Parliament several copies of the volume of proceedings when received.
A similar letter has been addressed to the India Office.
