IN accordance with instructions received from the Spanish Government, the Spanish Ambassador would be very grateful if Sir E. Grey would he good enough, if possible, to inform him of the view of the British Government as regards the projected reform of the duty called li-kin preparatory to the reorganization of Chinese finances, as well as of their present attitude, and any proposals which they may be putting forward with regard to this matter and those kindred to it.
