acknowledge the receipt of your letter 5748/1909 of

the 27th ultimo forwarding, for his observations,

the

draft of a despatch which the Earl of Crewe proposes

to address to the Governor of HongKong calling his

attention to the undesirability of communicating di-

rectly with His Majesty's Representatives in China

and Japan except on matters in which it is clear that

no question of principle is involved.

Sir E.Grey observes that Lord Crewe lays down the

principle that direct communications between Sir F.

Lugard and His Majesty's Representatives at Tokio and

Peking should be confined to matters of routine and

that the case which he has especially in mind is

that in which Sir F.Lugard asked Sir J.Jordan to ap-

proach the Chinese Government with a view to the grant
